It's war against terrorism will be reduced by civilized nations began fighting without rules?

The war is supposed to be terrible and violent. Civilians are supposed to die. 2nd World War was terrible in the United States killed hundreds of thousands of people in the bombing of Hiroshima and Nagasaki. The Allies bombed Germany.
